STRATEGIC PLANNING IN POST-SOVIET SPACE: A COMPARATIVE ANALYSIS OF LONG-TERM PROGRAMMES

The article analyzes the process of strategic planning in the post-Soviet space. Using comparative analysis the author singles out two groups of the CIS countries with different long-term strategies. Special attention is given to the consideration of a new long-term Kazakhstan Strategy known as “Strategy of Kazakhstan-2050: A new political course for Kazakhstan in the fast changing world”.

The London Ruling Elite of the 14th–16th centuries: the hierarchy of statuses and power

In the context of the “new social history” the article analyzes the structure of the power institutions of London and the hierarchy of the socio-professional and administrative-official statuses within the frame of the ruling city elite in the XIV–XVI centuries.

Crime in the English medieval town in the last third of XV century (based on the materials of the city of York)

The article is about the crime rate and crime components in British cities in the last third of the XVcentury. A case study of York City Books points out the peculiarities of crime in the city of York in the affected period. The author concludes that the tense political struggle in England in the second half of the XV century has contributed to the deterioration of the situation.

The Origin and Dispersion of the Slavs in French historiography of the second half of the XVIII century

The article is focused on the views of the French historians of the second half of the XVIII century, Pierre-Charles Levesque and Nicolas-Gabriel Leclerc, concerning the problems of the origin and dispersion of the Slavs. The matters in point are placed in the context of the Russian and French historiography, as well as the general perception of the ancient Russian history by foreign authors, which makes it possible to have a new look at the subjects studied.

The American Technical Assistance: the Experience and Lessons for the "Point-4" (the First half of the XX century)

The article is devoted to the study of the forming of the theoretical and practical basis of the American assistance program for underdeveloped countries during the first part of XX century, which was called the «Point Four». Besides, the strategic context, in which the forming of the program took place, is also analyzed.

The English Historians of the 1990s on English labour movement in 1918–1920

This article analyzes the works of the English historians of the end of the XX century concerning the English working class movement of 1918 – 1920. The author marks some differences of tendencies in Russian and British historiography and of the working class movement’s problems.

The Reforming of the fuel-and-energy complex as the key factor of the Chinese modernization in the second half of the 20th century

This paper explores the events of the PRC’s modernization of the 1970-80s, the driving force of which was the Chinese energy sector. For better understanding of the unfolding changes the research provides a comparative analysis of the Mao Zedong and Deng Xiaoping political systems with its key difference lying in the established process of governmental decentralization in the energy sector. The study focuses on the reform of the coal and oil industries. The conclusion summarizes the results of the reforms and states the energy sector’s issues which  China was about to face. 

The “coin propaganda” in the Late Roman Republic

The article is devoted to the issue of the directions of the "coin propaganda" in the Late Roman Republic and the estimation of its effectiveness. The author concludes that the images and legends of the coins changed in accordance with any turns of the Roman Republic leaders’ policy. This means that the coins served not only financial, but also certain ideological purposes.

Artifacts from the Sairhe settlement in the context of the relationship between Colchis and Achaemenid Iran

In this paper, the study of the relationship between Colchis and Achaemenid Iran involved materials from settlement Sairkhe - the easternmost part of the ancient Colchis. As a result of archaeological study of the monument were found toreutics items and jewelry, indicating the existence of cultural and diplomatic contacts with the Achaemenid world. The architectural remains also found in this settlement may shed light on the political status of Colchis as a part of the Persian Empire.

The Internal Policy of the Early Arsacids

The article dwells upon the relations between the early Arsacids and the Greek and Iranian population of Parthyene and Hyrcania. It is noted that during the rule of Arsaces I and his immediate successors their power in this region was a kind of military occupation. It is concluded that it was only during Phraates I and Mithridates I  reign that the conflict with the local population was settled, and the conditions for rapid growth of the power of the Parthian state were provided.

English Diplomacy and Diplomats in the Ottoman Empire (the Beginning of Cooperation)

The article deals with the activity of the first English ambassadors in Istanbul. The mission of London’s diplomatic representatives in the Ottoman Empire, at the peak of its prosperity, is described by the author in close connection with the regional interests of the English Levant Company.

The Image of the Russian Empire in the columns of «The Edinburgh Review» during 1802–1812.

The author of this article studies the images of the Russian Empire in periodicals «The Edinburgh Review» in the period from 1802 to 1812. Particular attention is paid to the space-climatic, Potestarian images and stereotypes of foreigners about Russian society.

The Formation of a New Type Book Publisher in Bohemian Book Printing of the XVI Century

The author of the article analyzes the activities of the major Bohemian book printers of the XVI century – educated and well-rounded people of their time, who acted as translators and even authors of the works they published. Particular attention is paid to the issues related to the production repertoire and the personal contribution of each book printer to the Czech culture of the XVI century

Foreign Contribution to the Formation of the National Style of Turkish Architecture

The article studies the role of foreign architects in the creation of national style of the Ottoman and Republican Turkey. Foreign masters founded the process of searching the visualization of national identity and Turkish school of architectural education, but these alien experiments were used in Turkey only at the stage of proper styles development. The foreigners’ work was under governmental ideological control, and since the middle of the XX century national specialists were preferred and they competed with the European architectural bureau.

The evolution of NATO’s approaches to the situation in the Balkans in the 1990s –2000s

The article analyses the change of the organization’s position concerning the situation in the Balkans in the 1990s-2000s on the basis of official documents. Special attention is paid to the analysis of the evolution of the Alliance’s approaches to the building of policy in the Balkan region in the context of its participation in the crisis management and peacekeeping operations within the territory of former Yugoslavia.

The “Rogue State” Concept As The Project Of a Structural Change In The International Relations System

The article examines the history of the “rogue state” concept, its strong and weak points in terms of practical application; analyses the content in the view of major theoretical schools; concludes the possibility of the concept’s modification in the future and its impact on the structure of international relations. 

Strategic challenges for the Eurasian Integration Project: Global and Regional Aspects

The article focuses on the main Russian concerns on the way of the Eurasian integration process. The author analyses real and potential obstacles for the Eurasian union during the competition between Russia and other players in the region such as China, the US and the EU. The article gives some forecasts on the development of integration and disintegration tendencies in Eurasia. Some author’s conclusions might be used for the improvement of Russian foreign policy course.

Innovative human capital in the global economy

The article deals with innovative human capital as a factor of the formation of the modern model of economic development – the model of "open innovations." A distinctive feature of the innovative model of national economies development is significant mobility of highly qualified specialists, which led to the formation of a new type of human capital and the establishment of knowledge economy.
