The article discusses the views of the Russia’s ruling elite representatives on the Balkans’ crisis in the 70s of the 19^th century. Foreign policy plans and ideas on the eve of the Russian-Turkish war of 1877-1878 are analyzed. The impact of critical public sentiment on their subsequent evolution is shown.
